Frankton-Lapel Community Schools

  • Superintendent Bobby Fields led the Pledge of Allegiance.
  • The Board approved the minutes from the April 19, 2012 and June 14, 2012 school board meetings.
  • By law, the Board is to organize itself during the first 15 days of July each year. That law was put into place when the school board elections occurred in May.  This being the first year school board elections takes place in November; the law is outdated but has yet to be removed.  Because of this, the Board approved to continue with the same officers until the end of the 2012 calendar year and reorganize the Board in the first 15 days of January, 2013 when the new terms begin.
  • Mr. Fields reported on the June 30, 2012 appropriations for the school corporation.
  • The opening school schedule was reported as follows:
    • August 7, 8, & 9 – FES, LES, & LMS registration
    • August 14 & 17 – LHS new student registration
    • August 14, 15, & 16 – FJSHS registration
    • August 15 & 16 – LHS schedule change requests
    • August 17 – New Teacher Orientation
    • August 20 – Organization Day (meet at FES for breakfast and introductions, work at schools for the day)
    • August 21 – Teacher Work Day
    • August 22 – First Day for K-12 Students
  • The Board approved continuation of the following administrative procedures:
    • Employing non-certified workers and substitute teachers as needed.
    • Authorizing attendance and participation in staff development activities for certified and non-certified personnel.
    • Paying claims early when discounts or penalties might be involved.
    • Transferring between funds as necessary.
    • Investing monies as cash balances permit.
    • Opening of bids by designated committees (previously established) the morning of board meetings for tabulation and presentation to the Board.
    • All mileage reimbursement claims will state the beginning and ending mileage for payment except claims on the FLCS mileage chart.
    • Authorizing in-state field trips.  (Out-of-state and overnight field trips are separately approved by the Board.)
    • To accept resignations on behalf of the Board when needed pending approval of the Board.
  • The Board approved the following committee assignments for the Board for the remainder of 2012:
    • Instruction-Curriculum-AIDS Advisory Committee – Joanne Amick, John Henderson
    • Facilities Committee – Alan Bays, Joe Kelich, Rob Steele
    • Finance/Negotiations Committee – Alan Bays, Joe Kelich, Nancy Likens

  • The Board approved the salary for board members as $2,000 per year per board member for 2012-13, with $1,000 for the current board members for the remaining 6 months of 2012 and $1,000 for the new board members for the first 6 months of 2013.
  • The Board approved the following schedule for the 2013 budget adoption:
    • Thursday, August 2 – Budget work session (flexible date)
    • Thursday, August 9 – Regular board meeting: request permission to advertise 2013
      budget
    • Wednesday, August 15 – 1st publication of 2013 budget
    • Wednesday, August 29 – 2nd publication of 2013 budget
    • Wednesday, August 29 – Submit estimated tax rates and tax levies to the fiscal
      body of the county
    • Thursday, September 13 – Regular Board Meeting: Public Hearing on 2013 Budget

      • $600 from an anonymous donor for the Goodwill Fund to send 2 boys to Boys State
      • $8.19 from Cowpokes Western Outfitters for the FFA
      • $150.00 from Cox Supermarket for the baseball team
      • $100.00 from Nicholas & Lois Gollmer for the cross country team
      • $100.00 from Ron & Anna Hinton for the tennis team
      • $9,000 from Madison County Farm Bureau for the FFA to purchase fire equipment
      • $250.00 from Jeff Thurston for the National Honor Society
      • $150.00 from Frankton Lions Club for the National Honor Society
  • The Board approved the transfer of funds from the Rainy Day Fund, Capital Projects Fund, Textbook Rental Fund, and Full Day Kindergarten Grant Fund to the General Fund, Pension Bond Debt Service Fund, and Transportation Fund to balance the books at the end of the fiscal year (June 30, 2012).
