Frankton-Lapel Community Schools

 

  • Frankton Jr.-Sr. High School student Macee Engle led the Pledge of Allegiance.
  • The Board approved the minutes from the October 14, 2010 school board meeting as presented.
  • The Board acknowledged Frankton Jr.-Sr. High School, which provided the information on the bulletin board for November.
  • Frankton 8th grade students Kaitlyn Betz, Huston Billman, Macee Engle, and Michael Lee reported on their trip to Washington, D.C.
  • The Board held a discussion on the proposed construction projects for Frankton Elementary School, Frankton Jr.-Sr. High School, Lapel Elementary and Middle School. The Board made changes on the construction lists of alternative bids. The Board approved these changes.
  • The Board approved a Project Resolution of construction of the renovation of and improvements to Frankton Elementary School, Frankton Jr.-Sr. High School, Lapel Elementary and Middle School.
  • The Board held a public hearing to inform the public as to the proposed construction projects and to allow all interested parties, taxpayers, and patrons to voice their opinions and/or concerns about the project. No one spoke at the hearing.
  • The Board approved to gather information and receive bids for the proposed construction project.
  • The Board held a public hearing to inform the public as to the Amendment to Lease proposed by the Frankton-Lapel South High School Building Corporation to allow all interested parties, taxpayers, and patrons to voice their opinions and/or concerns about the amendment. No one spoke at the hearing. The Board approved a resolution authorizing execution of the amendment to lease.
  • The Board approved a Patrons' Petition Resolution.
  • The Board approved a Resolution Assigning Construction Bids.
  • The Board approved a Resolution Approving Issuance of Qualified School Construction Bonds.
  • Superintendent Bobby Fields reported on the free textbook statistics for 2010-11.
  • Mr. Fields reported on the parent-teacher conferences that were held October 28, 2010.
  • The Board approved for the school corporation to borrow funds on tax anticipation warrants for 2011.
  • The Board approved a capital improvements fee of $100 per child per year for out-of-district transfer students beginning with the 2011-12 school year.

  • The Board approved a farm lease agreement for the 31 acres of farm land in Lapel to be put out for bid beginning with 2011.
  • The Board approved to purchase fire alarm systems at Frankton Jr.-Sr. High School and Lapel Elementary/Middle School.
  • The Board approved a resolution to place remaining 2010 appropriations from the various Frankton-Lapel Community Schools funds in the Rainy Day Fund as determined by the superintendent to help protect the school corporation in shortfalls of state funding and/or shortfalls in property tax collections.
  • The Board approved the following gifts:
    • Frankton Elementary School
      • $65.00 worth of books from the Dollar General Store in Frankton
      • $96.64 from Gordon Food Service for the general fund
      • $500.00 from Wal-Mart for the Read To Succeed program
    • Frankton Jr.-Sr. High School
      • $200.00 from Mid America Prototyping for the high school cross country team
      • $24.45 from Ohiopyle Prints, Inc. for the general fund
  • Donation of a used euphonium (a brass instrument similar to a tuba; valued at approximately $1,250) from Rick Kistler for the band
  • The Board approved the recommendation of Assistant Superintendent Sterling Boles to purchase three (3) school buses from Midwest Transit.
  • The Board approved the following recommendations:
    • Frankton Jr.-Sr. High School
      • Ryan Quear - Jr. high wrestling coach
    • Lapel High School
      • Scott Rich - Softball coach
  • The Board approved the claim documents as submitted.
  • The following documents were signed by all board members:
    • Minutes of the October 14, 2010 school board meeting; construction resolutions; transfer of Rainy Day funds resolution; letters of appreciation to Dollar General Story, Gordon Food Service, Wal-Mart, Mid America Prototyping, Ohiopyle Prints, Inc., and Rick Kistler; and accounts payable voucher register. Also, Indiana Bond Bank Advanced Funding contract and Amendment of Lease by Board President Nancy Likens and Board Secretary Joanne Amick, and conflict of interest statements by Board President Nancy Likens.
  • Announcements were made of the following dates:
    • November 24-26, 2010: Thanksgiving Break
    • December 9, 2010: Regular Board Meeting at Administration Office, 7:30 p.m.
