Frankton-Lapel Community Schools

  • The Board acknowledged Frankton Jr.-Sr. High School which provided the information on the board room bulletin board for February.
  • The Board approved the minutes from the January 17, 2008 school board meeting as presented.
  • Superintendent Ned Speicher reported on the construction projects. The Board approved payment of the current construction invoices.
  • Mr. Speicher reported that all FLCS schools had improved their ISTEP scores for the 2007-08 school year and that all schools will make their Annual Yearly Performance goals.
  • Mr. Speicher reported on the new weight room equipment at Frankton Jr.-Sr. High School.
  • Mr. Speicher reported on the Charlie’s Fund for Children Grant, managed by the South Madison Community Foundation, that is available to help needy children in Stony Creek Township in the Frankton-Lapel district.
  • The Board approved the following cash tuition requests:
  • Jaren Craven, grade 3, Lapel Elementary School, for the remainder of the 2007-08 school year
  • Ellis Smith, kindergarten, Lapel Elementary School, 2008-09 school year
  • The Board approved the following gifts and donations:
    • Lapel Elementary School
      • $400.00 from the Lapel Lions Club for the basketball program
    • Lapel High School
      • $300.00 from anonymous donors for the Fellowship of Christian Athletes
      • $1,000.00 from an anonymous donor for the show choir
      • $1,400.00 for the Students to England fund as follows: Dr. & Mrs. Bill Bowen, $200; South Madison Community Foundation, $1,200
      • $537.34 for the athletic department as follows: Anonymous donors, $140; John Kluesner, $80; Mr. & Mrs. Harry Kirchenbauer, $50; Basketball Team of 1940, $267.34
      • $640.00 for the Marvin Pike Scholarship Fund, donors as follows: Mr. & Mrs. James Burton, Chosin Few Indiana Chapter, John Edwards, Barbara Frost, Neal & Phyllis Graham, Greater Homeplace Neighborhood Association, Fred Hodson & the 19th Indiana Regiment, Mr. & Mrs. Jerry Kemerly, Greg Layton, Carol Piganelli, Mr. & Mrs. Daniel Quinn, Mr. & Mrs. Daniel Skinner, Bob Wilson Family, Mr. & Mrs. John Wolfarth
      • $16,890.00 from the Roche Diagnostics Corporation for equipment for the chemistry labs
      • Donation from John Knotts of 2 hand-carved wooden plaques with the bulldog logo that were raffled off during a home basketball game for the cheerleaders/pep club
      • Donation from Mark Boudrot of posters from his classroom for a fundraiser for the Class of 2010
      • Donation from Gallagher’s Cabinetry of 55 wooden block wall mounts for pencil sharpeners
  • The Board approved the date for the kindergarten and age 4 pre-school round-up to be on Thursday, April 17, 2008 from 12:00 noon to 7:00 p.m. at both elementary schools.
  • The Board approved the following out-of-state field trips for Frankton Jr.-Sr. High School:
    • History class to the Field Museum of Natural History in Chicago on March 29, 2008
    • Senior class to Cedar Point, Ohio on May 17 & 18, 2008
    • Senior class students to England from November 3-12, 2008
    • 8th grade class to Washington D.C./Baltimore from October 7-11, 2008
  • The Board approved a private residential facility placement service contract with the State of Indiana.
  • The Board approved a Master Contract with the Frankton-Lapel Education Association. The main points of the new contract are as follows:
    • A 3.3% raise from January 1, 2008 to December 31, 2008, and a 2% raise from January 1, 2009 to August 31, 2009.*
    • Continue 90/10 health insurance (Board pays 90% and employee pays 10% of the premium).
    • Retro payment for 39 days from January 1 – February 29, 2008.
    • New contract language.
  • The Board also approved pay raises for the following employee groups and pay the raise retroactively for the group:
    • Administration
    • Secretary staff
    • Maintenance staff
    • Cafeteria staff
    • Technology staff
    • Title I staff
    • Bus drivers
    • Bus mechanics
    • Teacher assistants
  • The Board approved Greg Fisher as the school district’s representative on the Library Board for the Anderson Public Library.
  • The Board approved the following recommendations:
  • Frankton Jr.-Sr. High School
    • Shane Linville – Assistant varsity baseball coach
    • Graham McAllister – Jr. varsity baseball coach
  • The Board approved the following retirement:
    • Ned Speicher, Superintendent, effective July 1, 2008, 11 years of service to FLCS
  • The Board approved the monthly claim documents as submitted.
  • The following documents were signed by all Board members:
